Water leakage from Johnson 1967 60HP

Hoping someone might be able to assist me. Is the little hole/nic shown in the picture supposed to be there? I notice that when I untilt my motor after recent use a bit of water comes from this hole? If this has happened from a collision can I seal it with silicon?

That's an intentional drain hole. There's another drain hole under the anti-cavitation plate just in front of the water intake that is often mistaken for a problem.
