Water Leaking from bottom of Head

I have a 1998 evinrude 5hp 4 stroke that I replaced the head gasket on. After putting the engine back together, I fired it up and water was leaking from the bottom of the head (where the gasket it). I took it apart and made sure that everything was sanded properly and put some sealant on the head and the gasket and it is still leaking water... Any help?

Did you check the heads flat and the crankcase end?
Did you clean the threads in the block so the torque goes to spec?
