Water leaking from orifice on the the engine head

Alright, I'm becoming more familiar with outboard motors every day. I have water leaking(dripping) out of an oriface directly above the top spark plug when the car is idleing in my driveway. It's the oriface in that part bolted on just above the top spark plug in the picture. What is this part and is it supposed to leak water sometimes? I'm guessing it's a vent valve maybe but it's being flooded somehow? I know that I have bad gaskets which I have to address. Here is someone elses pic of the area i'm talking about.

looks like a leaking water jacket gasket. fix it now. while there do the thermostat, and poppet valve.

Any more info you can give me about why water is coming out of that hole you see in the picture? I find it strange. Any ideas on how this issue could contribute to random and intermittent loss of power?
