water out upper exhaust port

Just a quick question...should there be a continuous flow of water coming out the upper exhaust ports on a 2000 Yamaha 70HP? It' not enough to shoot/spray away from the motor but just enough to flow down the leg of the motor. I'm not talking the tell-tale or pee-tube but the small port on the back right below the powerhead.

Thanks...
