Water Output

I have a 1984 Johnson 9.9 long shaft motor. I don't know much about outboards but I'm trying to sell it and several people that have come to look at it said that it has water pump issues. The first said that water should be streaming out really hard from the water port hole. It does stream out water steadily just not very fast. Another person said that water should also be spraying out of the exhaust port which is about 5 inches below the cowling. Can anyone give me some advice on what it should be doing?

Every O/B motor I buy automatically receives a new water pump. They are just wanting to get you to either replace the pump or to get you to reduce the price.

Could also try pushing a small piece of wire in hole from outside of area where water exits ( mine had something in there slowing stream)
