Water Pressure E-Tec

I have a 2006 40hp E-Tec with a pressure gauge. At idle it runs about 8psi. at around 5200-5500 RPM by Tach the water pressure is 20psi. If you increase the RPM's, the water pressure drops to 15psi.

Does anyone know if this engine has a pressure relief that is going off? The other option I can think of is that the impeller fins are bending over causing a lower pressure output.

We usaully run around 5200 RPM for noise reasons, but I thought I would see if anyone else has an E-Tec doing the same thing?

There is a pressure relief valve, called a blow-off valve, on the aft top port side of the cylinder block, partially hidden by the oil tank.
