Evinrude 1983 75hp 3cyl

I had a leak in the lower unit this past season. I removed the LU drained it, put ~ 10psi in it and submerged it. Air was coming out of the water pump port (only) that leads to the powerhead. So now I know where it is leaking Driveshaft seal housing either o-ring or oil retainers. The issue is that the hack that I asked to replace the water pump two years ago used some type of form a gasket and left a lock washer in there. But the real issue is gettting the impeller off. It appears to be rusted on. I have never had an impeller rust on to the driveshaft, has anyone else and what is the best way to get this off? I've got Kroil on it (liquid wrench stuff) and it is soaking now.

when its real bad,I use a good sharp chistle and split the rubber and the inner hub ,often it will loosen in doing so prior to split

That is what I have been reading, the impeller is in great shape which is why I would like to keep it...if that is the only way then so be it...a new WP is worth it as long as the LU doesn't leak. The mechanic stated he pressure tested and all was well. Last year the Lu had water in it but I wanted to run it again this year (risky) but confirmed that there is water in it. Last years new mechanic (since it stillwasn't running perfect after the hack) wanted 400.00 to reseal...I bought the kit for 25.00 although the engine runs like a champ.

Gave it a few good wacks and it lossened up and slid off. New impeller time but that's okay. Ran the pressure test again and sure enough it is leaking from the driveshaft seal housing. After removing the housing I noticed that one side (back side prop) is not as smooth as the other which may be why the o-ring isn't sealing well or didn't seal well. I am hoping that the new one will. If not what are my options?
1) use some type of liquid metal to fil the imperfections
2) use sealer on the driveshaft seal housing...not good since it will be hard to separate again (if not impossible)
3) get a fatter o-ring

I'll reasemble as is and post what happens. Thanks for the help.

insert the drive shaft into a tube, that barely fits over it and give the top end a smack with a rubber mallet.

It sounds like your upper seal is bad.
