The o-ring in question is between the y-pipe and the transom (see above picture).
You have to remove the engine.
RTV is corrosive to aluminum over time.
If you take a look at the picture Fishermark posted, you'll see a total of five cap screws holding the y-pipe on to the transom.
You'll never get to all five without the engine gone.
Anyway, now you can clean the bilge!

Y ppies are a lot of work for such a small 20 buck part.

I think I was the 1st on here to start posting Y pipe problems....Now everyone is infected.....DAMN Y pipe.

Yea pull the motor and remove pipe replace O ring and put back together..

You will never get to the other bolts with the motor in place I tried and its impossible.

So my curiosity got the better of me last night and I drove down to the river backed the boat in and watch the water pour in. I did tighten the bolt down, I only turned it maybe half a turn. I raised the outdrive up and was able to see more clearly the water coming in where the shift cable is. Any ideas on what to look for in getting that fixed, is that part of the bellows?

So do you think it is coming from the shift cable or are you pretty certain it is coming in through the bolt?

If the water truly is coming in from the hole where the shift cable enters, then it sounds like your shift bellows is bad. If that's all it is, (and that's a BIG "if"), then that is a fairly simple fix. Turn the outdrive and raise it - look carefully at the shift cable bellows - is it split / broken?

My buddy just bought a 1995 170 caravelle

Not knowing the history of the boat, if the shift bellows IS leaking, I'd would inspect the u-joint bellows, u-joints and exhaust and replace the lower shift cable along with the impeller.
Then after you get it all put back together, launch the boat, and find out the o-ring on the exhaust has to be replaced anyway.
