As far as the speculation goes-
It really does look like a security camera, complete with the timestamp in the corner.

That said, who would have access to it that doesn't have a reason? I mean, maybe they have a web based security cam, his cousin or whoever said "check the stream out for pics mano" and he took a couple grabs. Although it looks like it's on rails into a private launch... which is awesome...
