Weed Whacker outboard motor!

Hi all, I was at a local marine shop and noticed this little motor, it said 1.5HP. From what I see, its a weed whacker with a tiny propeller. I am wondering if anyone have any information on these or how to make these. I have a few weed whackers sitting around I thought I could experiments with. anyone knows of how or what parts needed to make them...see pictures from links below
