Wellcraft 23 Excel -94 with small tank :(

Hi! We have a Wellcraft 23 SE Excel 1994. The specifikations say that fuel tank has 231 litres. When we ran out of gas we could fill her up with 115 litres(!). Second time we we filled her up we had about 1/3 gasoline. We could get another 75 litres in the tank. There are no signs what so ever of someone changing the tank (it is built in the plastic). But why is it this way?!

Is it coming out of the vent line when you try and fill the tank or is the gauge issue?

Are the specs from Wellcraft, or from the seller?
A 23' is a little small to have an 80gal/231L tank, 40gal/115L seems more reasonable for the size of the boat.
