wellcraft starter problem

I have a 1987 25' wellcraft fishing boat with a new 2008 315 hp mercruiser. I/O (18 hours on engine.) When in rough water or after washdown with onboard sprayer the starter will engage on it's own, while the motor is running or shutdown. Starter replaced, same problem on new starter. Checked ignition switch found to be ok. Checked for water in wire harness plug, none present. Any suggestions????

I would post your question in the I/O repair forum....get lots more traffic over there...you'll definitely get some responses....
