West Bend Golden Shark lower unit seals?

Hey I am new to boats and all that comes with them. I recently purchased a 14' boat that has a 40hp West Bend Golden Shark motor on it. It needs new seals for the lower unit, or at least I'm assuming it does. When I drained the gear oil, a bunch of water came out with it. Is that normal, or would that indicate bad seals? If I do need to replace the seals, I was wondering where I could get some, or if I can use the custom seal glue stuff you can get from autoparts stores for Radiators and stuff like that?
