Wet Bow Pulpit Core

Had a survey on a boat I want to buy, came back good with the exception of a couple of items. One which concerns me. He said there was an area up by the bow pulpit in which something was mounted but the owner took off and let two 1/4" holes exposed to the elements.He said it didn't look like it was a windlass but effected about a 2 x 2 ft area and is a little soft in the foam area, not enough that if he didn't tell me I would never notice. He said it really is not a concern if you address it promptly. Well I am concerned.I know I can plug it up,but how would I dry it and strengthen it? This boat is far from me so I cannot tell you exactly the condition, I am relying on the surveyor for info.
