What are these holes for?

I am rebuilding a 1987 225hp Evinrude and I am wondering what these holes are for. See pics.

The one in the mid section appear to be drain holes for the cooling system for winterizing. The ones in the block could be the same thing. Can not tell what they are connected to. The book does not list what they are for.

Are these possibly for the old cooling system I use to have on this?

I was going to pipe plug them closed. Can I?

jeff ill go look at mine here in about hour or so ill have a idea what your pointing at on the mid are there two holes one on exhaust might of been mis drilled for temp pyrometer but if theres one in the water side who knows?

jeff top pic 1/4 threaded hole nothing goes there bottom pic left finger 90 degree plastic elbow water line coming off water control valve third right plug threaded in

So in other words, they all get pluged seeing I don't have the water control valve. None of them go into the exhaust. Just wanted to check with some one about these before I pluged them. Thanks
