What are these tiny bugs infesting my office plants?

Well, not boat related but I figure this site has a wealth of knowledgeable members. My question is anyone know what these bugs are that are all over my plants mostly on the soil. The yellow sticky strips catch them and I have sprayed them several times with "End All" plant spray and it doesn't touch them. What would be good to kill these bugs with and not kill the plants? They look like tiny bugs with grey wings. I even poured some of the contents into water and watered the soil but they are still there. We do have gnats flying around the office in this 14 story building and we are on the top floor and the roof needs repair. But those are black.

Thats great Scott. Thanks for the link to that article. I have been using the yellow sticky strips and its caught dozens of them. But its like the link says I'm not killing the eggs in the soil so the eggs keep hatching into new gnats. And that spray had little effect on the eggs. I just ordered a pack of Mosquito dunks to crush up into the soil and water in then let the soil dry out.
