what could be wrong with water flow on 9.9?

I have a 1992 9.9 Evinrude that I just finished a bunch of work on, including replacing the waterpump housing and impeller. I also pulled the powerhead and replaced all seals and gaskets while converting to an electric start. After starting up for the first time on muffs, it took forever to see any water at the telltale. I figure more than a minute which seems very long to me. At idle the stream is weak and doesn't get much stronger at a fast idle. Thats as far as i've gone. The water temp at the telltale after 5 minutes of idle is cold but the head is hot to the touch (2-3 seconds) and the exhaust port cover is luke warm.

I was very careful when reinstalling the L/U and getting the tubes aligned so I'm very confident that is not the problem. What I'm not confident about is if I got the driveshaft impeller key lined up in the impeller housing properly. Everything fit back together OK - but. Is it possible for the key to become dislodged and be pushed aside yet still fit together OK? Will the impeller still turn a little from friction between the driveshaft and impeller?

Is it possible that the water pressure from the hose is forcing water to circulate and not the impeller?

On a related issue (perhaps) I am getting ALOT of thick white oily discharge from the exhaust.

Any thoughts?

Anything is possible! I have seen stranger things happen, a good rule of thumb is go with your instinct. I know exactly what I would do, I would tear it back down and verify that everyhting is where it belongs. It is hard to imagine though that the key for the impeller is dislodged and it is still pumping some water? There seems to be too many ifs here? This sounds like a soar stomach out on the water not knowing for sure.....tear it down again! Just a thought more guys will be along to give some more sugesstions.

I guess I should take it apart again just to be sure. DOes it make sense to take so long for the water to show up at the telltale?

Yep, the impeller was installed in the correct orientation.

Any other thoughts?

More than a minute isn't right. Drop lower unit. Adapt garden hose to water tube with barbed hose adaptor and a short length of rubber hose, as a test. Motor doesn't have to be running. Turn on water flow. Observe water flow from tell-tale. It should not take a minute or more for water to start flowing. If you have a restriction, find out why. Perhaps the upper water tube grommet is deformed from a previous overheat and it restricting waterflow.

Inspect impeller and it's key without the water pump housing. While holding the driveshaft from turning, try to turn impeller on driveshaft. You'll see if the impeller is binding to the driveshaft as is should. Slide the housing down the driveshaft. Coat the impeller arms and inside the impeller cup with dish washing liquid. While lowering the housing down over the impeller, rotate the housing counter-clockwise. This bends the impeller arms clockwise within the housing as they should be. When the housing is fully seated, replace the housing bolts. Make sure rubber water tube grommet fits snugly on waterpipe.

I don't use muffs. I always use a tank with proper water level. Theres little chance of insufficient water and it's quieter too!

Got the motor on the water this weekend finally and it pumped water like a champ. Must have had something to do with using the muffs.
