What do these anchor pins do?

My Mercury service manual refers to one of these as an anhcor pin. They are attached to the throttle and shift cables. Other than the obvious mounting feature, what purpose do they serve? What orientation are they supposed to be in? I have yet to find it in the manual and my curiosity is peaked.

They anchor the cables... Without them the cables would float around free and you would have no control over gear or throttle position. The correct orientation is 'locked', so they don't become 'unlocked' in operation. You'll feel them 'click' into the locked position.
