well, I don't know you or what you want to do with it, but I view that type of boat as one of the least practical and useful designs. From what I've learned here, they also don't hold up well and are subject to rot, etc. Seems overpriced, at least around here, in part b/c they are not desirable boats.
So since you asked, no.

Another pass. It can be used for fishing or skiing, but is not really god for either.

But hey, if it is what you want, talk him down a little and go for it. Every boat style is made for somebody.

By '94 that force motor was mostly merc anyway... The force brand was slowly absorbed into merc. Despite their rep, they really aren't that bad of engines.

Looks like a nice clean bowrider. Price seems high, but I have no idea what canadian boat prices are relative, so its hard to say.

to me for what i would use it for it seems fine... the boat market up here is insane compared to down there, there is this exact boat same year model same engine up here for $6000... but im not sure about the engine.. he has not compression tested it at all... what would be a decent price to offer this guy , considering it runs fine and everything works?

Only thing I would do is look into the motor. I've never owned a force, and I've heard they were good motors, but that replacement parts are hard to come by. The boat itself looks sweet, not my cup of tea though but if she will meet your needs than that is what matters. Maybe one of the old salts in here could post more about the force engine stuff.
