What does this knob do?

Need some help here..
What is this supposed to do?
It's the little knob on the end.
It's what I believe to be the idle adjustment knob...
But you tell me..

pic didnt post, but what motor, and where is it located? ( if its on the end of the tiller, it does set the minimum idle/trolling speed )

That's a shame..
25hp Evinrude and right on the tip of the tiller, as you thought!

Is it supposed to lock or adjust by turning?
Right now it seems to lock..

its a throttle tension knob, it tensions the throttle twist, kind of like cruise control. if you tighten it some it will relieve the pressure on your wrist of holding it at wide open throttle at long distances runs, but be cautious not to tighten it too much to where it might get stuck wide open.

Clockwise tight, opposite loose? (righty tightie...)
It's spinning like it's not connected.. (maybe over-spun?)

I feel a small click when turning clockwise, then nothing..
No hold... (well, semi-hold..)
Almost like something has come dis-connected,, Possible?
