What does this part do and what is its position ?

I'm rebuilding my merc 650 3-cylinder and can't figure out how this part (#3 in the diagram--retaining ring) works, or it's sequence in the poppet valve assembly. THis motor didn't have a thermostat or the popppet assembly installed when I got it. The "retaining ring" looks like a tab washer, but I can't see what it retains or what role it plays. The parts diagram has the parts in the poppet assembly out of order in the picture. The spring should go on the stem of the poppet and be held on the other end by the baffle plate, right? then above the baffle plate, I screw the plastic washer down on the diaphragm and throught the stem of the poppet valve, right?
Anyway, any assistance on this poppet valve assembly would be super helpful. I have no idea where the "retaining righ" goes. Here's a link to the parts diagram I'm looking at.

Also, any insight on the cooling system as far as if it has any service bulletins would be greatly appreciated.

What is your engine s/n as if it is a 1974 (from your previous posts), with a s/n range of 3807833 4136684, then that ring would not apply to your engine.

Its a retainer for the carrier. The carrier presses into the block then the retainer presses in and holds it there. The grommet sits in the carrier.
As carholme says, it may not apply to your engine. If not, your carrier should be glued into the block without the retainer.

Thanks guys, I must have clicked on the wrong serial number range when ordering. I ordered the wrong carrier, too. Planning on reusing the old one. It indeed needs no retainer. What would you recommend as "glue" to keep that old carrier in? I'm thinking some kind of epoxy? Thanks for the answers. I wouldn't have known to glue that carrier in there!

I would use "Bellows Adhesive"

That stuff sticks like Bear poop to a blanket!
