what happened 60 hp overheat

I just bought a 60hp johnny yr 89 and put it on my boat at 3/4 throttle the motor dies down but still runs ant a lower speed. after running full throttle for 1 min the overheat buzzer came on I then put the boat in nuetral and the buzzer stop . I drove it at idle to boat ramp about 50 yards away.What would make the motor die down at 3/4 speed and run hot.I have a brand new water pump installed in it.Also the flywheel and plate plugs go in seemed abnormally hot.the water coming out the pee hole is normal temp.cool the water coming out the 2 holes for the exhaust is very warm. Could I have a bad thermastat?

If you've already replaced the impeller the next thing to check would the thermostat, could be stuck closed.
