have you removed the starter and both sparkplugs and tried to turn the flywheel?...this could narrow it down to starter or powerhead problem...

only has a pull rope. Yes. We currently having the motor on it's side with oil in the spark plug holes to try and free up the pistons. Thanks.

OK...back with an update and more questions...
Got the flywheel off to look for something broken underneath. Unfortunately, nothing looks out of the ordinary. I was really hoping it would be a screw that was impeding the flywheel. No such luck.
I laid the motor back on it's side and poured more of the 50:50 mix in it.
Could the motor have ingested water if it never got running when I was initially trying to get it going?
When I took the LU off to rule out the gears, I took a look at the impellar. It's toast. Could I have damaged the motor even though it never ran because the impellar was so damaged?
I'm totally lost.

I would personally open her up to have a better look. It will cost you a gasket, but you will have a better idea of what you are dealing with here

Ok. I'm opening her up tomorrow unless y'all can tell me something else to look for. Again, LU is good, nothing under the flywheel holding it up, and we've been soaking it in 50:50 ATF and Acetone. It was pulling fine but not cranking a month ago. In my opinion, it's got to be the pistons froze. Do you guys agree? Thanks for any input.

Sounds like water entered the engine powerhead somehow, then letting it sit for a couple weeks would cause it to lock up solid due to rust.

Remove the cylinder head so that you can inspect the cylinder walls etc properly. If rusted bad, it would be best to tear the powerhead down for proper repairs. If rusted only slightly, perhaps you can clean the walls up and free the pistons with a piece of 2x2 wood and a good size hammer.

Hopefully the crankshaft, bearings, etc aren't rusted and pitted..... but it doesn't sound good.

The bfh and 2x2 piece of wood trick sometimes works pretty good. Been there and done it.
