What holds the steering fork/helmet up there?

Hello I had a very hard moving helmet on my dp180 volvopenta so i took it out after removing the outdrive. Now it does not want to stay up into the transom. What is suppose to keep it in? Just a 69 year old Gal who needs to be back on the water a.s.a.p.

The tiller arm clamp bolt holds it up
