Lacking a specific procedure or recommendation in a manual, it's standard to lube an o-ring with the fluid in the system that it's used in. For boat engine water systems, any general purpose lube or oil will do. You're trying to prevent the o-ring from twisting or binding while it's being compressed into position. May also function as a release agent further on down the road at disassembly.
