Hi, I'm from Ontario

I heard a story from a friend of what people use to do to a 15HP, is to convert the carb to a 9.9HP to be legal with not having to register the boat.

I know you can convert a 9.9HP to a 15HP by changing the carb.

I also know you can also convert a 15HP to a 9.9HP just by a new decal saying it is a 9.9.

What if I just cut the non-sense and just turn WOT down or make a notch in the throttle and mark max and beyond that mark overboard and not go beyond max or I can always add that extra gasket restricting the carb.

It is always nice to have that extra speed encase something were to happen.

Marking max would consist of a comparison with a 9.9 speed max speed or a dyno test.

I know other then a visual check by the authorities will determine it is actually a 15HP.
I'm wondering if they got a radar to help determine the boat speed\motor type.

Anything above 9.9HP is really dirt cheap.

I know a guy says his friends always says the cops are out checking the boats and all the other friends got busted but when he goes out....nothing. Not even a sign of their presents.

The outboard i'm speaking of is a 1953 Evinrude Super Fastwin 15 hp

Why not just change the stickers and data plate on the engine? It's still breaking the law.

Not necessarily. It depends on the motor.

I also know you can also convert a 15HP to a 9.9HP just by a new decal saying it is a 9.9.
In a word, no.

Putting a restrictor plate between the Carb and the Intake Manifold would be an easy way to reduce the HP!

Just a sheet of metal with a hole smaller than the Carb Throat would perform the same function as a throttle plate that was NOT wide open.

If you really need to do this to try and avoid a ticket fine....

Remove the data plate, the ID plug and and new stickers is what I would do. Messing with the carbs or restrictor plates will mean nothing to whom ever is enforcing the law.

Still might get you a ticket and fine, but it would be hard to prove. I would be very surprised to see a radar gun on the water.

Also weigh the cost of a fine against the cost of a different motor. If you ever make it over the border try and pick up a 9.9.

As I am not from Canada I must ask what does it cost to register and why is it a such a big deal ?

Changing the carbs and restrictor plates is exactly what the Manufacturer does to produce a motor rated at a certain HP.
Many 9.9 Motors are the identical engines as their 15 hp relatives.
The Manufacturer has just restricted the intake with a smaller Carb so that he can sell it to all the people that require that limit.

If the laws says Max 9.9 HP, It would be up to the prosecutor to PROVE your motor was capable of producing more than 9.9 HP.
You do not have to prove it doesn't!

The radar gun would only be useful if there is a speed limit.
There are midget race boats that can do 30 mph on a 9.9.

On the other hand many of the major rivers near me have a 6mph speed limit.

How much does it cost up there to register a boat? Must be pretty expensive considering all the messing around you're considering doing.

Changing the carb just will not raise a 9.9 to a 15 and probably will not reduce a 15 too much either. Usually compression ratio is different, porting is different, and the horsepower is developed at a different RPM.

That said, there was a West Bend rental engine that produced three different horsepowers by restricting the throttle opening and timing advance. For example: If you rented a 5, the renter had a key and turned the limiter to 5. If you wanted to rent a 15, he turned the key all the way to allow full throttle opening.

However, law enforcement agents job is NOT to interpret or rate your engine. If the cover and model number says 15, no matter what you have done to it, it is a 15. Now, if you want to limit horsepower by restricting throttle opening and are also willing to change the model number and cover, you are within the spirit of the law.

This was the point I was trying to make, Frank said it better. They will look at your motor and give it a go or no go based on their knowledge and experience. Plates, limiting the throttle movement or other mods will not stop a fine IMO. An unmarked, (no tags or plugs) and re-labeled motor may fool the rookies, or a cursory look. The experienced officers will know better and have seen it many times before.
