A good polyurethane spar varnish or epoxy.

Why oak? It is a lousy wood for aqautic environments. I would have used teak or mahogany.

I used some oak. I sanded all the way from 80, 100, 120, 220 and 320 to get it good and smooth. I then stained it with minwax gel stain. I then gave it 6 coats of Minwax's spar poly. So far so good. You can see it here as the side of the engine compartment.

I built a bow pulpit out of white oak last year and so far, so good (2nd season). I used blonde shellac to seal the wood , then finished it in a nice amber-colored spar varnish. Used one coat of sealer and four coats of varnish.

White oak, as opposed to red oak, has very small pores and does not satuarate with water easily. It is a very good, economical marine wood and is quite durable. The USS Constitution (Old Ironsides) is built from white oak timbers, and it's two hundred years old!
