I have a 1983 150hp evinrude in very good shape and low hours. On the side of the motor opposite the fuse there is a small red 90 degree tube that can be rotated by hand. What is it and what does it do?

The only red thing I've ever seen that can be rotated is the manual activation lever on the primer solenoid.

Please buy a correct service manual for your motor. It will pay for itself.

Why not research your question on an exploded parts diagram. ShopEvinrude.com has excellent parts diagrams.
