What is it? Where does it go? 1977 85HP Evinrude

I am getting my 1977 85hp Evinrude 85799S motor ready. I put in a water pump, gas pump, and rebuilt the carbs. After about 2 months I am getting it back together. I have this part which I don't know where it goes. There is a little wear on each side of the holes. The thickness is thin. I can. Can anyone help identify this?

I thinks it is part of the trailering support set-up.--Locks that lever in place.-----Look for it on the parts blow up.-----under " exhaust housing " parts.
