What is the chances on internal parts for a J90TLCOS?

I had taken this motor to a mechanic and he said it had a scored cylinder. What are the pros/cons of rebuilding this OB vs. putting the $ toward a newer motor? I have already installed new water pump along with new LU oil. New plugs/ wires, primer solenoid, so I hate to just eat that $. How much could I expect to spend on machine work, pistons/ rings, gaskets, ect? I would post pics but it looks great under the cowl. Any more info needed? Thanks in advance for any input.

What is the estimated rebuild cost?
If you plan on buying a "Newer" motor it's still a used motor with an unknown history. If a complete powerhead rebuild is less than or equal to the cost of a comparable used motor I'd go the rebuild route, at least you know what you have when all is said and done. The 1985 90hp is a good proven reliable motor that you can still get parts for so don't let it's age be too much of a factor in your decision.

I apologize for my ignorance but can you remove the powerhead with the motor still on boat? Also would you advise me to do ALL cyls or just the bad one? Thanks guys

You can remove the powerhead with the rest of the motor left on the boat. As for doing just one or all cylinders, I would do all 4 if it were mine but I believe it is possible to bore 1 cylinder and install an oversized piston.
I had a snowmobile motor bored at a local machine shop in the fall and it cost me $60 (CDN) per hole, I expect it would be close to the same for an outboard but I'm not sure.

You can bore just one cyl and it will be okay. If the other cyl's and pistons look okay, just install new rings on the others.
