Looks like a base, with a stud, with an acorn nut on top.

I've seen a lot of Starcrafts, never seen one of those.

Here's underneath! There's a wire hooked to it that goes to a knob on the dash. That's all.

it's an experimental electronic wasp de-nester. It didn't work very well.

Is the switch labeled? What's left of a horn or light is my only guess.

I've got it! you connect the lightning rod to it! the wire is the ground. not sure what the switch would be for, but I wouldn't touch it if I were you. lol.

That know is an Acorn nut and was intended to secure something to the hull. It is not a windshield wiper arm attachment but you would be able to look underneath for the motor to be certain.
