I think they allow you to be able to push the boat off in shallower water, allowing the back of the boat to float once tilted.
You can theoretically back up to a deep bank, without a ramp, tilt the trailer, and push the boat off, depending on how big the boat is, the water body, bank, etc. It's fairly common for smaller aluminum boats to be used this way. I've got a 16ft Sea Nymph, that I recently pulled off the trailer, to repair it. I just released the pivot, tied the boat to a telephone pole, and gently pulled the trailer out from under the boat. The tilt action lets the boat slide onto the ground real easy.

Usually used for coastal beach launching and retrieving - where harbour launching is not available. Very commonly used on the South African east coast of Kwazulu Natal - called surf launching. These trailers are called break back traliers. To retrieve the 4x4 vehicle has a trailer hitch on the front bumper and then the vehicle winch pulls the boat onto the trailer.

they come in handy on bad, or short ramps. years ago we lauched our 19' Cobia on a small lake for a day of fishing.

when we loaded, the trailer sank into the silt at the ramp. being a V shaped trailer, the load would not move. had to unload, pull tow vehicle up, and use come-a-long to winch trailer out of silt.

then had to dry load the boat. with out the tilt this would not have been accomplished. ramps on general are much better than they were in the 70"s.
