Anyone able to tell me what this is? It's on my 1993 Mercury 60HP 3 cylinder twin-carb two-stroke outboard.

It's a bond wire to help prevent electrolysis

Are you referring to the wire? It's actually split in the middle
Sorry, I meant what is the entire black unit there.

It's the Mount,...

That's part of what keeps the Motor connected to the Boat....
