On the starter side if you look thru to the powerhead there is a Rubber nipple that is secured with a nylon tie strap, while the engine is running this nipple is spinning looks like with the speed of the motor, is this someting for mechanical tach, or speedometer it has me totally puzzled. I will post a picture if needed. Thans in advance for any replies.
