What is this? Flapper?

I am trying to restore a 1976 Hammond El Dorado V1950. It has a Mercruser 888. Its been stored outside for over 8 years. While taking the prop and outdrive off I came across two pieces of a flapper. one was wedged inside of the prop outflow, the other in the flowway of the Gimbel see photo.

What is this?

Where does it go. I originally thought when I found the first piece that it was part of a sandal or flipflop.

Exhaust shutter got damaged from overheat/ running the engine without water on

That is half of an exhaust shutter, but the rubber on it sure doesn't look burned to me. May just have broken from use and corrosion.

Thanks, when I get to the exhaust rebuild I check that area for where it goes. I rebuilt items before that were missing things and if you did know it was gone you rebuilt as is.
