What is this for

On looking over my motor under the carbs i found a hose that routes through the cowl into the motor mid section and down into lower unit.

the end inside the cowl has a barbed connector that one end is into hose other end of connector is like squeezed/melted close, is this suppose to be like that and what is it used for?

Thanks Woody, seen how there is no speedo it is sealed closed.

Would it hurt to completly remove it seen how I have no speedo, I use a gps?

na just leave it as long as it's plugged.that's the way they come from the factory.
