Several things wrong there.
1. That topic is on an Optimax outboard, not an I/O
2. You have a solenoid there, NOT a fuel pump
3. There were problems with some earlier models not getting the proper fuel to the EFI system, but there was a Service bulletin on it that did install another pump, but not from NAPA.
4. You have a SeaRay, not a Robalo
I'll see if I can't locate that service bulletin.

So actually im back to square 1?? This isnt what I thought it was? If it is..Does it need to be there now? Im not gonna mess with it either way as there havent been any problems with it

From your pictures, it's impossible to tell where it's actually hooked up to in your fuel system.
Without knowing how and where it's hooked up both electrically and in the fuel system, it's impossible to say for sure why it's there, or even if removing it is safe. Especially if it was actually installed by Sea Ray.
I find it hard to believe SeaRay would have it just hanging at the ends of the fuel lines like it is.

I have a 65 gallon tank..Then Fuel line, then an inline fuel filter, some more fuel line then this valve, more fuel line and then it connects to the boost pump...I followed the 2 wires but they go into a bunch of wires that I cant decipher yet. Actually its not hanging there, I had to take off the front of my engine cover/seat to get to the seawater pump...That line and such are mounted to the cover on front , Under the seat That Lifts up to access the engine..I dont know the specific name of the fiberglass piece But removing it makes access easy. I wrote to Merc and Parker valves to see what they say, If they know! I appreciate everyone help and If I find out...AND I WILL...I will post it.

If you have an antisiphon valve in the top of your fuel tank, then there is no reason for an elecrical shutoff valve.
From the way you describe the plumbing, you would need an antisiphon valve even with this valve.
Merc and Parker have nothing to do with how and where valves like that are installed. You should probably contact Sea Ray and find out why they have it in the system to begin with.

As per Mercruiser they believe it to be a Fuel Pressure Regulator

Can't be a regulator, it's on the suction side of the pump. Between the tank and the pump. A pressure regulator has to be on the pressure side of a pump.
That's why I said call Sea Ray. They are the ones that installed it, it's NOT a Merc part.

This is Weird..Even searay is lost!!!!...They are checking on it!!?? Meanwhile the valve company told me this..Which Doesnt help me.

Skinner brand V5C72120 - ____ volts DC is a special, modified solenoid
valve assembly that was created to meet a Customer's special application
requirements.

General specifications for this special solenoid valve follow: two way,
normally closed, 1/4 inch NPT ports, actual voltage should be stamped on
the nameplate/label, 3 psi maximum pressure and with manual override
option.

It is a factory installed shut off valve. Sea Ray installs those in all of their bigger boats. It comes on with the ignition and shuts off when the ignition is shut off. They rarely go bad. It is definately factory installed. I work on plenty of Sea Rays and see those all the time.

Get out your test light and see when it powers up.

Key on, key off, lanyard switch, bilge, fire system, something powers it!

OK..Thanks alot!! The dial is always in the off position since I bought it..I guess Thats correct? Now..What exactly does it do and why is it there?

The dial is the manual bypass. It should be in the off position, unless you have a problem(no power, broken wire, etc...) then you can still open the valve by hand and start the engine.

Why SeaRay installed this, I don't know, but I will offer the same advise that was given above. Call SeaRay and ask them.
