What is this part?

I just got a 1996 4hp Evinrude mdl# 4rled and on the tiller arm there is a little lever that twists around does anybody know what function it does for the motor?

Looks like a tension control for the throttle control. Turn it one way and the throttle handle should turn a little harder, other way less.

At last, something I know more about than the young people--old motors. It is a tension control. Set it just tight enough to where you can take your hand off the throttle and it will stay in the same place. Not a good idea to try to use it like cruise control, though.
