What is this switch for?

Hi,
Johnson 115 1982.
Does anyone know what this switch is for and which position it should be in to start or run the motor?

The unit is the primer valve.----It is NOT a pump.-----When you push the key in WHILE cranking the motor this valve opens.-----Fuel is then sprayed directly into the motor for starting.------It works better than choke flappers.----The red lever is for manually opening the valve.----In case you had a dead battery , some motors can be started with a rope if battery is dead.
