what is wrong with this motor???

My mercury 75hp 4cyl. 2 stroke 1984 has everything rigged correctly. However i have a feeling its not in time. The degree pointer directly above the choke solenoid is aligned right but the .464 mark on the flywheel decal lines up perfectly with it. I believe this is wrong. ow do i time it correctly. what tools should i use. any help would be great my manuel doesnt tell me much
