What kind of paint is this - speckeled deck?

I'm considering buying a 1996 Quest (OMC) boat and it has what looks like speckled deck paint. Is this a one part paint or a 2 part paint? I know you can't use 2 part poly over 1 part so I want to make sure I don't mess it up if I repaint the deck.

It's called "splatter coat"...you use a "webbing" solution...google "Splatter Coat" Gel Coat...
