What needs to be registered with the DMV and what doesn't? (California)

So I'm a novice Boat Builder, And I've built a little 8 foot Sail boat, and I want to get on to something bigger. Now I've found plans for a 12 foot skiff, and a 10.5 foot skiff meant for row power. If I were to throw a little battery powered trolling motor on, would I need to apply for a CF Number (register it with the DMV), or is it still a rowboat? Looking around the gallery none of the boats have hull numbers and they are in the water. And if I do need to apply for CF Numbers, the application form asks for things like make, model and Builder. What would I put for those? It should be noted that I am In California, And I'd probably only use the motor on Freshwater, and row in the Bay.

CF as in Califonia? Check with the DMV web site or other resource as that is your definitive answer. Typically there is a threshold for boat size and motor power when you need to register the boat. Of other interest may be the USCG site and their HIN numbers. I think they used to give out special numbers for "backyard boat builders". Of course, that may have changed as I believe they were running out of prefix codes.

NW - Welcome aboard. Not to knock your question, but we are the absolute worst place to ask. Best is to look at your state's web site or call the DNR/DMV/State/Authorities for the right answer. Every state (if your are in the USA) is different as is every country (if you aren't in the USA). The registering people will issue a home-built hull ID number (HIN) if required and will give you the necessary registration info. HIN and registration are two entirely different things. Have fun boat building.

In California, every boat with a motor, no matter the size of boat or motor, needs to be registered with the DMV, and display the issued CF numbers. This DMV site might help:

Each state is different.Check with your DMV.

In California if it's powered you need to register it. There's no distinction between gas, elelctric or sail power. When you register it you do so as the builder. You'll be given a Hull Identification Number that needs to be permanently affixed to the boat. The first three letters will be CFZ designating it as home built. You'll also be assigned your CF numbers and be given your two year registration sticker. The boat is the easy part, trailers are a pain in the rear if the registration is messed up or if you build it yourself. Easy if everything is in order though. The CHP inspection isn't to hard but you have to schedule an appointment and take time off to go do it. I tried for a Saturday appointment but they only deal with fix it tickets on Saturdays or so I was told.

I know it doesn't make any sense but then you have to remember we are in California and most of the laws comming out of Sacramento are decided in L.A. For the life of me I cannot figure out why they haven't made us register the motors yet. It's really hard to get financing on just a motor because they are so simple to sell, report stolen and then claim the insurance. Theres virtually no paper trail and it happens a lot from what I've been told.

Forgot to mention this - Depending on your countys tax laws, you may also have to pay taxes on the boat. I do in Sonoma County but my brother in Lake County doesn't.

Its that way in Indiana too , if power is supplied by anything but a human it has to be registered and being in California I am sure there are a million forms to fill out and fees to be paid.

As others have said get with your DMV or your version of conservation officer, they are the law on the water here, and see what needs done for your area.

Seems straight forward enough. I think I may just stick to muscle power for the time being. And if I'm Lucky I'll be able to strap her down atop my car.
