I was not able to find your rated rpm but would guess 3800 to 4200.
It does seem a little slow seems like 35 to 40 would be possible.
Is the speed by gps? What is the weight? is it a deep V? rounded bottom?etc.
what is the deadrise? Is the motor in excellent tune? throttle opening all the way.
(Throttle plates open)Prop excellent?Compression?Do you know the gear ratio?

yea the speed was by GPS. the boat weighs 2500 lbs as my best guess, its a deep V. the motor was rebuilt last year so it is tuned to perfection. the prop is in good condition and the ear ratio is 1.32 to 1 i believe.
