what prop

boat= 2003 carolina skiff 238 v series, 1250 lbs. probably 1700 with gear
engine= 2003 yamaha f115txrb
all i see on the prop is stamped 17x
it is aluminuim.
problem is I can only get 5000 rpms max with it trimmed all the way up on smooth water and speed of 29mph.
I am trying to get at least 5600 rpms but cant.
Also bottom of boat is painted with what looks like spray in bed liner and is very rough, could this cause a lot of drag and keep my rpms down.

Look for numbers under the prop nut.It could be a 17" pitch
Check the height of the motor most usually end up with the antivent plate(just above the prop) about an inch above the bottom.Turbulance from the bottom may limit this. A 4 blade prop will resist venting(cavitation) better.
Yes the "bedliner" will probably hold down your speed.If you drop down 2" in pitch should get you around 400 rpm.May differ some due to bedliner.You might play with trim and weight distribution in an attempt to keep as much bottom out of the water as possible.
