I carry a soft tool bag with a wide selection of tools, I use the bag to repair/maintain the boat for a while even at my house and if I find myself looking for something not in the bag, I add it. After some periodic maintenance your tool bag is pretty well ready. If you are not mechanically inclined and can't fix it anyhow just carry cell phone/VHF and cash.

My list (For being only 19ft, I have alot of storage space).
Sockets, Screwdrivers, pliers and wrenches, tape, fuses, roll of wire, electrical connectors, cable ties, hose clamps, heat shrink, wire strippers, wing nuts and washers, stainless screws, spare battery AND Battery jump off box , replacement hoses for gas and oil, oil, 2 gallons extra gas sometimes, spark plugs, primer bulb, flash light, flare gun, extra plugs, 12v bulbs, hand bilge pump, work towels, magnetic tray, first aid kit, grease, binoculars, camera, and cell phone. Even though all of these items fit snuggly into the aft compartments, the more I'm out on the water the more I think about getting rid of some of this stuff. But if I did, I'd probably need it right away.

horn
fire extinguisher
throw bag / rope
additional PFDs
first aid kit in waterproof softside bag
paddles
boat hook
pushpole
anchor
extra rope
spare prop and wrench
spare hub kit
large sponge (works well for getting water out of hatches, etc.)
bungee cords
shop rags
resealable bags
t.p. in resealable bag
electrical kit w/strippers, connectors, tape, fuses, etc.
electrical wire
galvanized wire
duct tape
various zip ties
silicone caulk
leatherman
several 6n1 screwdrivers
adjustable wrench
vise grip
channel-lock pliers
standard pliers
needlenose pliers
lineman?s pliers
fencing pliers (double as small hammer, very handy tool)
allen wrenches (SAE and Metric)
small socket set
small assortment of nuts, bolts, screws, hitch pins
compass and maps
boating checklist
Dry Bags (like kayakers use)
all tools are stored in waterproof box (throw those little silica packs in whenever you get them in packaging)

If you start to get rust on your tools, clean them well and give them a light coating of petroleum jelly.

For paperwork, laminate it and roll it up and store it in a short PVC tube with end caps.

If boating at night, I would include a few extra lights, flashlights, spotlight, LEDs, etc.

and most importantly,
cell phone and float plan (leave itinerary including return time w/ someone you trust)

Remember to keep a wrench in your tow vehicle that will fit your trailer tire lugnuts (you do have a spare trailer tire and bearing kit, don?t you??) as well as a jack.
