Welcome to iboats.
Find the hull first then look for a motor if the boat doesn't come with one.
Different boats are rated for different power, you could look at 2 16' boats with different ratings.
Are these fishing boats with all the fixxins, livewells, casting deck ect or just empty jon boats?
The boat will have a plate on it that tells you what the max HP is, you should go at least 70% of that.
