Ok so what is this? It looks like some typ of line should be connected.

That is where the hot air tube for the automatic choke hooks up.

From your picture, it looks like you may have an electric choke. The choke is just to the left of where your picture ends.
If it has an electric choke, then those openings are no longer used.
