The problem I think he's running up against is that the tar has hardened some, so solvents aren't going to just "wash" it off.

Wait a minute. Let's go back to the WD 40 idea. Not only would you get the tar off, that sucker would flat fly through the water with no wake at all.....of course there would be a slick.:D Come on, we need to see some pictures.
