If a boat is going to be painted, can fiberglass jelly be used to fill in the dents and scratches below the waterline?

What is your definition of fiberglass jelly ?

Myself, I'd go with the Marine Tex, but I'm not there and really can't see your issues.

A buddy of mine said that Bondo?s Fiberglass Jelly could be used to fill in the areas on the hull where the gel coat is missing if the boat was going to be painted. I couldn?t find anything in the forum search that said yes or no.

I personally have not used this product brand, but I have done some glass work using bondo.

Don?t short cut on surface preparation.

I wouldn?t go much deeper than a skim coat. Deeper and you may have problems later with the bondo wanting to pop out.

You will want to apply the correct primer before painting hull.

Interlux watertite epoxy based filler. Used for under the waterline applications. Will fill tiny pin holes and works great as a fairing compound for large areas. Will not pop out! Easy to sand and will feather to a fine edge. Great stuff, used...loved. I bought the 500ml size and faired all the areas you see in the pic and more. I still have some of the can left over.

Bondo Automotive filler is made of polyester resin and talc. The poly resin is OK for marine use, but the talc is bad, since it absorbs water. Use a good marine polyester based putty. Epoxy based marine putty is overkill for most minor filling jobs.
