I boat on Allatoona and can tell you that right now, it's too cold. As a reference, we went to the wakeboard tournament last year which was around the first week of May; the water was still pretty cold, but tollerable if the sun was out and bright. I think to be very comfortable, for extended periods of time, you are looking more like mid-May.
My kids wanted to tube on Lanier last weekend, so we took them out, and they were on the tube for about an hour. The water was cold, though, and I didn't try to dump them off, so they were never really in the water. Fun day, but I wouldn't go swimming out there right now.

60's is cold.. I go spearfishing in the low 70's and high 60's (68-69) only when I have a bad itch to go.. Would I go tubing (no way) But I live in south florida.. If I lived up north I might have a bigger set of cohonis...
Update. yesterday i went out with a couple of buddies... i got in and tried to get up on wakeboard but after 3 fails i gave up... my buddie on the other hand got up nicely and boarded for about 20mins without any issues...
My personal lower limit is 68, but higher than that, all the better. I'm kind of a skinny guy, so I don't last long in the cooler temps. 68 seems to be average in summer in my northern NY lake, it might get into the middle 70's in the dog days, but only lasts for a week or two (if we're lucky!).
